Abstract

量化评审方法因其具有科学性、公平性等优点,日益广泛地应用于中国专业技术资格评审当中。然而,关于量化评审的理论和政策研究仍然亟待加强。本文基于新公共管理和新公共服务理论,以效率、回应性和公平作为评价标准,采取案例研究的方法,考察了量化评审的政策实践。研究发现,量化评审的引入,使专业技术资格评审工作在效率、回应性和公平三方面都有提高,值得推广。同时,研究也认为,量化评审是评审技术的改进。但是,对专业技术人才的培养和评价,单纯的评审技术进步并不足够,更需要相关公共管理者的统筹合作和政策规划。
Quantitative assessment,for its scientific and fair nature,has been widely
adopted in professional qualification assessment in China. However,the theories and policy researches on quantitative assessment still need to be strengthened. Based on the theories of New Public Management and New Public Service,this paper takes a case study examining the policy practice of quantitative assessment for professional qualification taking efficiency,responsiveness and equity as the criteria. The study reveals that the
application of quantitative assessment produces positive impacts on the efficiency, responsiveness and equity of the professional qualification assessment and could be popularized. However,mere improvement of assessment methods is not enough for better training and assessment of professionals,coordinated cooperation and policy planning are also needed.
