国土空间规划传导与调整机制研究 : 以湖北省老河口市化工园区规划修编为例

文章从控制性详细规划的公共政策属性出发，分析具有创业与发展精神的多层级政府在制定规划方案时存在的目标差异，讨论空间治理背景下的国土空间规划传导与调整机制。通过引入新马克思主义地理学与公共管理学“条块关系”博弈两个视角，分析城市空间政策核心在于从政府施政选择性与属地政府的空间性两个层面干预空间发展战略的制定，这两种干预方式分别受到“条条部门”和“块块部门”的交叉影响。文章以湖北省老河口市化工园区规划传导与控规修编为实证案例，讨论详细规划方案在多部门博弈的背景下不断优化的过程。文章认为，控规方案在争取上级部门支持、开展本地品牌营销与打造、修改规划以满足上级部门要求的过程中，达成了“条条部门”的安全生产要求和保障了“块块部门”的地方发展利益，规划方案的优化实质是“条块关系”博弈中，多层级政府求同存异、优化发展目标的综合过程。

Starting from the public characteristics of urban planning, this paper analyses the difference between the inter-governmental relations upon governance goals taking a case from amendment of urban planning. It adopt a coupling theoretical framework from the spatial selectivity based on Neo-Marxist Geography and vertical and horizontal politics, so as to investigate the selective features of bureaucracies and the territorial features of the state. Influence from vertical politics and horizontal politics might contribute to the evolution of planning ideology. An empirical case of planning amendment of a chemical industrial park in Laohekou city, Hubei province, was undertaken to reveal how the Janus-faced spatial selectivity that influences local developmental agenda. Government of Laohekou city sought to modify its aim through process of "chasing a title", "utilising the title", and "securing the tile". The amendment of urban planning fulfilled the demand of vertical department and local authority, and meet a progress in the planning scheme.
