Abstract

面对有限的政府资金投入、民众不断增长的高等教育需求及建立世界一流大学的愿景与对有效治理的需求,高等教育的扩张、私有化、资金来源多样化及公共问责成为无可回避的趋势。香港政府通过教育资助委员会来负责本地高等教育院校的发展及经费,避免政府过度干涉学校内务,并平衡政府与学校间的关系。通过审阅高等教育机构递交的自主评估报告及政府推行的一系列质素评估检验,香港政府的角色主要体现为调整者而非直接管控者。 Confronting the limited government investments, pressing demand for accepting higher education from the public, wishes to build world -class universities, and effective governance, thus the expansion, privatization, diversified sources of fund and public accountability are becoming major higher education development trends. Hong Kong University Grands Committee is responsible for advising funding allocation to local higher education institutions to avoid the government excessively intervening in the university internal affairs, and to balance the relationship between government and university. Through reviewing the evaluation reports from higher education institutions, and quality assessments pushed by the Government of Hong Kong Special Administrative Region, the Government’s role is an enabled regulator, not direct manager.
