Abstract
香港回歸即將十五週年，回歸前備受讚譽的公務員隊伍為甚麼回歸後不久便被認為表現欠佳呢？在英治期間一直被視為治港骨幹的政務官員，為何回歸後的執政表現未如理想？香港嶺南大學公共管治研究部主任李彭廣看在眼裏，感觸良多。五年前他開始查閱大量英國解密檔案文件，了解港英管治體制的精髓，發現回歸後的香港並沒有從知識上釐清港英管治系統的真實面貌，卻自以為延續了英治時期的政治體制，乃撰寫《管治香港》一書，書的副題為：英國解密檔案的啟示。他期望能借此探索香港目前管治缺失的根源，並為改進提供思考線索。
Drawing on the British declassified files, this book is a pioneer attempt to provide a basic systemic framework for understanding the governing system of pre-1997 Hong Kong. It consists of two parts.The Introduction theorises and discusses the governing system of Hong Kong under the British rule and its major components; the remaining chapters are summaries of documents pertaining to the governing of Hong Kong from the British declassified files.
