Abstract
国家公园强调自然生态系统的原真性和完整性保护,但现实中由于行政区划的分割,造成跨省国家公园难以统一管理的现实困境。考虑引入碳汇开发,构建了跨省国家公园统一管理的微分博弈模型,探讨了碎片化管理和统一管理情形下的动态最优决策以及生物多样性的演变规律。结果表明:跨省国家公园统一管理下,各片区地方政府的保护投入、生物多样性与碳汇供给量普遍高于碎片化管理。统一管理的帕累托改进依赖于跨省协调成本控制和公众经济支持。跨省国家公园整体及各片区地方政府的财政收益在统一管理下比碎片化管理分别高出0.46%、0.51%和0.30%。随着时间演替,生物多样性逐渐增加并趋于平稳。研究结果可为我国跨省国家公园统一管理提供参考和依据。
Construction of the national park systems in China emphasizes the preservation of the authenticity and integrity of natural ecosystems. However, in practice, administrative divisions create a practical dilemma for the unified management of cross-provincial national parks. By introducing carbon sink into this research, we construct a differential game model for the unified management of trans-provincial national park, and explore the dynamic optimal decision-making and the evolution of biodiversity under the scenarios of fragmented and unified management. The results reveal that local government investment, biodiversity and carbon sink supply are generally higher under unified management than fragmented management. The Pareto improvement of unified management relies on the control of trans - provincial coordination costs and economic support among publie. Fiscal benefits to local governments for overall park and two sub-districts are 0.46%, 0. 51% and 0.30% higher under unified management than under fragmented management of cross-provincial national park, respectively. Biodiversity can gradually increase and stabilize through ecological succession. The research results provide reference and guidance for the unified management of trans-provincial national parks in China.
