By comparing German planning maps for Qingdao Port during its initial, intermediate, and later construction phases, and employing georeferencing techniques, this study delves into Germany's conception, planning, implementation and actual intentions in establishing a "model colony" in the Far East. Drawing upon primary sources including colonial-era maps, official archives, and annual reports from Qingdao's German occupation period, the paper systematically evaluates the completion rate of the German colonial authorities' municipal construction plans for Qingdao. By examining government reports and implementation policies, it assesses the results of Qingdao's development, subsequently analyzing the multidimensional impacts of port construction on Qingdao's urban evolution, German colonial interests, and modern China. This reveals the inherent complexities within colonial urban planning and development, offering potential new perspectives and methodologies for urban historical research.
