A Comparative Study of Hong Kong Branch Campuses in UIC and CUHK SZ : Motivations, Governance, and Impacts on Higher Education Regionalization in Great Bay Area

Abstract

This article adopts a document analysis of qualitative research to reveal various motivations for establishing branch campuses on the mainland, which includes home universities and the central and local governments. Based on the FOPA model, it discusses two branch campuses' quality assurance, qualification, regional networks, and several agreements, development strategies, and declarations among universities and central and local governments. Two positive impacts and three challenges of two branch campuses are identified in the impacts section. It is argued that a "University and Branch Campus Scooping (UCBCS) Model” should be proposed, and it will explain the phenomenon of how HK's branch campuses suck up nutrients from home universities in higher education regionalization of the GBA. It can be beneficial to how HK branch campuses can contribute to regional development and good practices can be implicated into the QA management of IBC. This model will also provide new ideas for international branch campus research from different regions.
