Abstract
In order to deal with the brain drain issue brought about by the housing problem, the Shenzhen government has implemented an affordable rental housing policy to try to overcome the issue. So far, this policy seems to have eased the brain drain issue to a certain degree. This study uses the Smith Model as an analyzing tool to examine policy performance and then find out some gaps against this policy.
