The first part of this issue consists of three manuscripts discussing different issues within the context of liberalization and participation. With respect to the relationship between the state and civic society, we are drawn into an analysis of how the non-state sector involves and influences policymaking in response to the emphasis on participation and empowerment in new public management. As for liberalization, we are concerned about the role of the state against an increasingly liberalized world trade system.
