N2 - Market principles are now a key feature of many social housing systems in Europe, and are a product of international public sector management reforms. These reforms have led to the development and use of performance indicators. Dutch and English housing associations use what appear to be very similar performance measures. This paper, however, illustrates that there are fundamental differences in their use and their capacity to explain the performance of the sector. This is argued to be a product of the extent of public management reform, the nature of the funding regime and the way they are held to account.
