Abstract
The rapid growth of stablecoins in global financial markets has underscored the need for a robust regulatory framework to ensure financial stability and market integrity. As a leading international financial hub, Hong Kong is poised to introduce a new regulatory regime for stablecoins in 2025, aiming to balance innovation with risk mitigation. This article examines the forthcoming regulatory framework, analysing its key provisions including licensing requirements, reserve asset standards, and investor protection. The study highlights how the Hong Kong Monetary Authority (HKMA) and Financial Services and Treasury Bureau (FSTB) are aligning local regulations with international standards, such as the Financial Stability Board’s (FSB) recommendations, while addressing unique market dynamics. Given the substantial scope of the proposed rules, market participants must proactively adapt to compliance demands. The article identifies critical preparation requirements, such as enhancing transparency in reserve management, implementing robust risk controls, and engaging with regulators during the transition period. By fostering a secure and transparent ecosystem, the stablecoin regime will strengthen Hong Kong’s position as a digital asset hub while mitigating systemic risks. This article provides novel insights for industry stakeholders navigating the evolving regulatory landscape.
