Policy responses, challenges and opportunities in the new era of China

This concluding chapter synthesizes the transformation of China's social policy framework in the “New Era” under Xi Jinping since 2012, with a focus on the pursuit of “common prosperity” as a uniquely Chinese welfare approach. The chapter identifies four major developments: institutional reforms centralizing policy coordination, expanded social security systems, targeted poverty alleviation culminating in the elimination of absolute poverty by 2020, and sector-specific innovations in healthcare, education, housing, and welfare for vulnerable populations. Despite these achievements, persistent inequalities remain, including urban–rural divides, regional disparities, gender inequality, and inadequate protection for vulnerable groups. Five critical challenges are highlighted: demographic pressures, institutional fragmentation, digital exclusion, service quality concerns, and balancing economic growth with welfare provision. The chapter also explores opportunities for technological innovation, silver economy development, enhanced policy integration, civil society engagement, and relative poverty reduction. China's pragmatic, incremental approach offers valuable insights for balancing economic growth, social welfare, and inclusive development in diverse global contexts.
