Abstract
This research proposal aims to address the challenges and opportunities faced by Hong Kong's older population in accessing healthcare services in Guangdong province. Although Hong Kong's public healthcare system provides highly subsidised public services, the ageing population and rising costs have resulted in long waiting times. The use of healthcare resources in Guangdong Province was seen as a solution to relieve the pressure on Hong Kong's healthcare resources, but challenges such as information asymmetry and cross-boundary insurance difficulties hindered the use of healthcare services within Guangdong Province. This research adopts a welfare portability perspective to investigate the transferability of healthcare entitlements across jurisdictions. Qualitative interviews will be conducted with Hong Kong senior citizens who have used healthcare services in Guangdong, as well as hospital managers and doctors in Guangdong. The study aims to assess challenges faced by Hong Kong elderly in accessing medical services in Guangdong, analyze the impact of welfare portability on cross-border healthcare utilization, identify key factors influencing demand and satisfaction, and propose policy recommendations for a more equitable and sustainable cross-border healthcare system in the GSA.
