Abstract
As the representative of the winning team in the Policy and Research Training Programme organized by the OSL, Lingnan University and the Hong Kong Policy Research Institute, this paper illustrates how service learning can be practiced through policy formation. The paper will focus on the policy recommendation on Non-native speakers of Chinese (NCS) education, but concurrently drawing on the learning and services done through the programme. In times of social change, more similar programmes should be conducted in incubating new talents and thus benefiting the society.
