The role of 'university graduate village official' in Chinese village self-governance

Abstract

This research aims to examine the progress, problems and prospects of the 'university graduate village officials' programme. The programme has been practiced in some Chinese localities since 2005 as a political experiment and the Chinese Communist Party intends to make it as part of the establishment. Today different provinces carry out the programme in slightly different ways and have different progress. The programme aims to put university graduates into Chinese rural areas as helping local social and economic developments. Nevertheless, this research argues that the nature of the programme has actually infringed the principle of village self-governance.
